MATRA EDUCATIONAL PROGRAMME (MOP)

Application for a fellowship award

INTRODUCTION

The Institute for Housing and Urban Development Studies (IHS) in Rotterdam, The Netherlands runs courses targeted at Central and Eastern Europe. For this course, candidates may apply for a scholarship of the MATRA Educational Programme (MOP).

Below you can find the Requirements and the Procedure for such a Fellowship.

REQUIREMENTS

Fellowships can be awarded to persons from Belarus, Bulgaria, Croatia, the Czeck Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Russian Federation, Slovenia, Slowakia and Ukraine:

  • who are employed;
  • whose educational and professional background qualify them to benefit from a short intensive

course of specialist training in the Netherlands;

  • whose work is related to the contents of such courses, and
  • whose employment is of practical importance for priority sectors of development;
  • who are physically and mentally fit to follow the training;
  • who are under 40 years of age (for male candidates) or under 45 (for female candidates)

The course is in English. An adequate command of English is essential. Where English is not the mother tongue or the language used in the Applicant’s education, a certificate from a recognised language institute is required.

The Applicant’s Employer is considered to be jointly responsible for the training.

The Employer is therefore expected:

  • to endorse the application;
  • to continue salary payments during the Fellowship period, and;
  • to offer the Applicant a position similar to that previously held, on completion of the course.

STEPS TO BE TAKEN

FELLOWSHIP

If this application meets the minimum condition of the Programme and is submitted in time, it will be forwarded to IHS which is in charge of the comparative selection of Fellowship candidates.

If you are selected you will receive:

  • a letter in which you are offered the Fellowship;
  • a ‘Medical Certificate’, to be completed by a registered practitioner

Acceptance of a Fellowship grant implies the Fellow’s agreement:

  • to pursue and complete the training;
  • to act in accordance with verbal or written instructions from the authorities in charge of the MATRA

Educational Programme;

  • to make all information on training performance available to these authorities at all times, and
  • to return home on termination of the Fellowship

An examination and a certificate of physical and mental fitness are required at a date not earlier than 2 months before the proposed training. The Netherlands Government can not accept responsibility for the consequences of illness, injury and the like, or for any other risks resulting from acceptance of the Fellowship.

The allowance and other provisions contained in the Fellowship are intended as contribution towards living costs in The Netherlands and cannot be regarded as a wage or salary.

The allowance and other provisions of the Fellowship are by no means adequate to support dependents either in The Netherlands or abroad. The Netherlands Government cannot accept responsibility for costs incurred as a result of residence in The Netherlands by or for any persons who accompany the Fellow to The Netherlands or join the Fellow at a later date.

If you are NOT selected, you will receive a letter from IHS informing you the reasons why not.

WHAT IS MATRA/MOP?

In the procedure mentioned above, tha application for a fellowship is included. The fellowships are provided by The Netherlands government through the MATRA/MOP programme.

The Netherlands Government seeks to make a contribution towards raising the living standards in Central and Eastern Europe and to promote the self reliance of these countries, by facilitating the transfer of knowledge and skills through several development cooperation programmes, among them the Matra Educational Programme (MOP).

The MOP has set the goal to support the social transformation in Central and Eastern Europe through the development of human resources, to make a structural contribution to the foundation and strengthening of organisations and to stimulate socially relevant initiatives in Central and Eastern Europe through training and education.

An important portion of the MOP, known as the ‘Regular MOP’ is meant for the provision of available funding for training and education.
