SECOND TRABZON INTERNATIONAL
27-29 July 1998
Objectives and Scopes
The First Symposium, TIEES-96 covered 13 keynote papers, nearly
200 technical papers from over 30 countries, and over 20 exhibitors.
By all considerations this meeting was a great success, as it
brought together researchers from different backgrounds and different
countries, all of whom have a common interest in energy and the
environment. Now the second Symposium, TIEES-98 will build up
on that success and widen its international and local participation.
The TIEES-98 is organized by the Karadeniz Technical University,
University of Victoria, University of Miami and Istanbul Technical
University.
The TIEES-98 is planned to provide a forum for researchers and
practitioners from all over the world to exchange information,
present new developments, and discuss the future direction and
priorities in the field of energy and environment. The language
of the TIEES-98 is English.
Papers describing current research on energy and environment from
fundamental sciences to applied technologies are hereby solicited.
Some key areas of the TIEES-96 include, but are not limited to:
Venue
The TIEES-98 will be held in Trabzon, the largest and the most
attractive city on the East Black Sea Region of Turkey. Being
located on the Black Sea Coast, Trabzon can be easily reached
by air, coach or ferry. The city contains many historical and
touristic sites such as the old city walls, mosques, temples,
and it offers a variety of cultural events which will make your
stay a lasting memory.
Format
The format of the TIEES-98 will be arranged with the major elements
as general papers presented in oral and poster sessions, keynote
papers by invited speakers, and panel sessions on special subjects.
There will also be film and video sessions, equipment and book
exhibitions, and social events and tours. Overhead projectors
and 35 mm slide projectors will be provided. Video recorders and
monitors or 16 mm movie projectors will be supplied if requested
in advance. In addition, there will be programs for accompanying
persons during the Symposium, and pre-and post-Symposium tours
will also be organised.
All papers will be reviewed under the direction of the International
Advisory Committee. Accepted papers in English only will be published
in the Proceedings of the Symposium. Authors are required to present
their papers in poster sessions personally.
Accommodation forms will be sent to contributors and participants
with the second announcement. Trabzon has a wide variety of hotels
close to Karadeniz Technical University, where the Symposium will
be held.
Proceedings
The proceedings will contain all contributed and invited papers,
and will be published by BEGELL HOUSE, Inc. The proceedings will
be sent to the contributors by the Publisher some time after the
Symposium. A Volume of Abstracts will be included in the registration
package.
Language
The official language of the Symposium is English. Simultaneous
translation services will not be available.

A new guide to a broad spectrum of information about environmental,
natural resource, and sustainable development issues in the Baltic
sea region was officially launched April 29 in Stockholm, Sweden.
Named Ballerina for the Baltic Sea Region On-line Environmental
Resources for Internet Access, the new Web Site is intended to
serve environmentally concerned citizens in the Baltic Sea region,
and elsewhere, ranging from students to professional environmental
managers and scientists. Ballerina also provides links to a collection
of relevant on-line resources, and aims at actively stimulating
further on-line publishing of information concerning the Baltic
Sea Region.
Ballerina is financially supported by the European Environment
Agency, the Ministries of Environment in Norway and Sweden, and
the Swedish Environmental Protection Agency. Acting lead parties
are UNEP/GRID-Arendal and the Stockholm Marine Research Centre.

actively involved in philanthropic work throughout the industrialized
and the developing worlds. On the occasion of our anniversary,
we are organizing an International conference on Social enterprise
(ICSE) as an opportunity to bring professionals and interested

A high percentage of the species described, particularly in the
vascular plant section, occur in South Crimea or in the Carpathians,
thus indicating the importance of those regions as outstanding
plant biodiversity centres of pan-European or even global importance.
The species are classified in 7 threat categories corresponding
to the former IUCN Red list categories. In Ukraine, contrary to
most other countries, the Red Data Books have a certain legal,
or perhaps better to say "official" status ascribed
to them by decisions of the sopreme Council of Ukraine and enacted
by the Cabinet of Ministers of Ukraine.

The long expected plant red list for the united Germany has finally
been published by the German Federal nature conservation authority.
It actually includes 12 red lists for different groups of plants
starting with ferns and flowering plants - naturally the most
elaborated one. The complication of the lists was carried out
by numerous teams of authors involving top specialists. Although
using their own threat categories, the authors have presented
them according to the new IUCN Red List Categories in a slightly
modified national version.
In the whole voluminous work more than 13, 500 plant species have
been mentioned and considered. Germany as one of the largest European
countries hosts a rich, well explored flora, which is both subject
to a significant impact of civilisation and already traditionally
taken care for by nature conservation. This methodologically and
scientifically fine work is of high international relevance and
importance in the field of plant species conservation. The price

Building partnerships is also an important element of the IUCN's
European action plan "Parks for Life". Over thirty descriptions
of a range of activities from many parts of the world, although
almost exclusively not from Europe may in spite of the latter
fact and maybe just because of it serve as inspiring reading for

The SNFP is a cooperative effort of the REC and the Nonprofit
Enterprise and Self-sustainability Team (NESsT) to encourage and
assist environmental NGOs in CEE to identify the long-term, financial
resources necessary to ensure the on-going sustainability of their
programmatic activities.
The SNFP will initially focus on the Czech Republic, Hungary,
Poland, Slovakia and Slovenia, investigating the level and type
of self-financing mechanisms utilized by NGOs, obstacles to implementing
such approaches, and the current regulatory environment (legal,
tax and fiscal instruments employed by regional authorities) for
eco-enterprise.
REC and NESsT will also work closely with a small group of environmental
NGOs from each country to launch new or expand existing eco-enterprises.
The project will evaluate the effectivenes of these self-financing
approaches and outline a set of policy and program recommendations
for NGOs and policy makers to foster such initiatives. Meanwhile,
the REC and NESsT will work to widely disseminate the SNFP findings
in an effort to increase regional awareness of the importance
of alternative, NGO self-financing mechanisms.

Tech-Know is a new environmental technology Web-site which allows
developers worldwide to market their innovative technologies on-line.
having debuted this year, over one thousand technologies have
already been entered into Tech-Know while the database is being
accessed by some 22,000 users from 75 nations worldwide each month.
"Tech-Know can turn a desktop computer into a worldwide
marketplace", said Steve Wassersug, President of the
Global Environment & Technology Foundation (GETF) which developed
Tech-Know.
In 1994, GETF developed Tech-Know's World Wide Web predecessor,
the Global Network of Environment & Technology (GNET), to
encourage the deployment of environmental technologies produced
by the US government. GNET now provides daily news and information
on contract opportunities, market trends, and environmental initiatives.
The new Tech-Know database, housed within GNET, provides summaries
and information on development, intellectual property status,
costs and licensing availability of new technologies, while searches
are performed via targeted contaminants, media or names. Users
must register, but there is no cost to use Tech-Know, and anyone
with access to the Internet and a Web browser, such as Netscape
2.0 or Microsoft Internet Explorer 2.0, can take advantage of
the database.
A useful marketing tool and a cost-effective way to publicize
a new technology to a targeted audience, Tech-Know brings new
technologies to Internet users seeking technical solutions to
environmental problems. One success story involves an American
Business owner who entered information on new microwave virtification
technology into Tech-Know.
The result was a call from a Russian governmental official who
was seeking just such a technology, and a potential sale, which
he now credits to Tech-Know. GNET is located at:

At a special ceremony held in Madrid, Spain, in April 1997, the
President of EUROPA NOSTRA, His Royal Highness Prince Henrik of
Denmark officially announced the 1997 winners of EUROPA NOSTRA
Medals. They are being granted to individuals who have undertaken
sustained and exemplary work in favour of the protection and/or
enhancement of the European architectural or natural heritage.
After consideration of a great number of excellent submissions,
the 1997 Medals have been awarded to: the late Dr Architetto Renato
Bazzoni (Italy) for his lifetime's work devoted to Italy's architectural
and natural heritage as planner, restorer, teacher and writer;
Mrs Carmen de Ortueta de Salas (Spain) for her exemplary work,
sustained over many years, notably in the rehabilitation of the
Convecto de la Coria in the ancient city of Trujillo and the creation
of Hispania Nostra; Professor Dr. h. c. Dieter Stolte (Germany)
for his great personal and sustained commitment to the conservation
of cultural monuments, especially as Director General of the ZDF
- Second German Television Channel. Past recipients include Professor
Aleksander Gieysztor, former Director of the Royal Palace in Warsaw,
Poland.
In April 1996, the "Zapovedniki" (Zapovedniks - the
Russian type of strict nature reserves) Environmental Education
Centre started its work in Moscow. This is a special WWF project
supported by funds provided by the Swiss Government. Its main
objective is to promote the Russian protected areas, their importance
and role among the broad general public in the country. It acts
as a focal point working with park managers and mass-media, organizing
exhibitions, publishing various materials, developing campaigns
and holding conferences and competitions. The Director of the
centre is Ms Natalya Danilina.

The year 1996 was the eighth warmest on record since 1860, and
the 18th consecutive year with positive global temperature anomalies,
according to the World Meteorological Organization (WMO). In its
annual statement on the status of the global climate, WMO says
heavy precipitation affecting many parts of the world was the
most predominant feature of 1996, especially in Southern Europe,
parts of Nothern Africa and the Middle East. It warns that the
ozone hole over the Antarctic is "just as prominent as
it has been in recent years, with significant ozone depletion
over the nothern hemisphere-especially in Europe, the Arctic and
north-eastern Atlantic Oceans during the January-March period."
The statement is based on continuous observations made over land
and ocean by the national meteorological and hydrological services
of WMO member countries.

The World Bank has published a new report entitled 1997 World
Development Indicators, which draws on the expertise of dozens
of international organizations along with statistics from over
200 economies, to offer a comprehensive picture of the state of
the world. The report "starts from the premise that development
is about the quality of life," said World Bank President
James Wolfensohn. "It places people and poverty reduction
first, at the centre of the development agenda where they belong."
The report includes statistics on people, including population,
life expectancy and infant mortality; economic overviews on emerging
economies and smaller developing ones; markets and technology,
including the number of computers per every1000 people in developed
and developing countries; and statistics on the environment, such
as safe drinking water and energy consumption per capita.

The application of biodiversity indicators and targets was the
subject of a forum at UN headquarters attended by more than 85
scientific, technical and policy experts prior to the fifth session
of the Commission on Sustainable Development (CSD). The sixth
Global Biodiversity Forum, held from 3-4 April, emphasized the
use of targets and indicators as tools to support implementation
of Agenda 21 and the Convention on Biological Diversity (CBD).
The forum, whose co-sponsors included the UN Environment Programme,
World Wide Fund for Nature and the World Resources Institute,
concentrated on national reports required under the CBD and the
CSD. Participants representing 25 governments, several NGOs, intergovernmental
organizations and indigenous groups, also discussed the possibility
of developing a core set of biodiversity indicators that could
be used in the national reports. The forum's recommendations include:

The secretariat of the World Trade Organization organized a symposium
on trade, the environment and sustainable development from 20-21
May in Geneva. Over 70 representatives of environment, development
and consumer NGOs, as well as individual businesses and
business associations, met with government delegates and the WTO
secretariat. Panel speakers discussed globalization, trade and
sustainable development; synergies between trade liberalization
and the environment; the relationship between multilateral environmental
agreements and the WTO; the Agreement on Trade-Related Aspects
of Intellectual Property Rights (TRIPs) as it affects environmental
issues; market access; tariff and non-tariff measures and the
environment; and relations between the WTO and NGOs.
Australia, Canada and the Netherlands provided funding for
participation of developing country NGOs. Some panel speakers,
noting the importance of NGO contributions, urged other governments
to consider doing likewise. NGOs said governments should invest
in NGO capacity building on trade-related issues in the South
and documents should be derestricted more quickly. They said some
documents should not be restricted at all, especially if NGOs
are to do more advocacy at the national level, as called for by
WTO member states.
Some speakers observed a growing trust and dialogue between NGOs
and WTO delegates, which they said is essential to ensure good
trade rules. They also called for a more permanent mechanism to
facilitate NGO consultations with the WTO.

Newsletter reporting on the activites of the CEE CAP network:
Central and Eastern European Consumption and Production Paterns.
Why such a network? Changing consumption and production patterns
is at the core of making sustainable development operational.
By now there is quite a lot of specialized knowledge and environmental
policy proposals, as adopted to the situation of economies in
transition.
This is however still dispersed in different countries in the
region. By communication and learning from each other we can make
an effective use of accumulated knowledge in order to build up
tools and capacity for NGOs and local communities to educate consumers
and producers, and to lobby decision makers. The setting up of
the network is coordinated by UMANOTERA, the Slovenian Foundation
for Sustainable Development.

European environmental citizens organisations are calling for
a Pan-European Campaign for transparency and participation. Environmentalists
all over Europa can use the opportunities that arise from the
Pan-European political agenda to claim rights for access to environmental
information, for involvement in decisionmaking, for access to
justice where governments or business are violating environmental
laws. This newsletter describes the opportunities you have and
the events and other forms of assistance available, if needed.

The European Commission Directorate-General for Environment (DGXI)
is extending help to the applicant countries from Central and
Eastern Europe. A newsletter, to be published 10 times per year
will be available on paper and on the Internet. The newsletter,
Enlarging the Environment, is aimed at helping applicant states
in their attempts to get their environmental situation in line
with EU laws and regulations. The newsletter will summarise proposals
for new EU environmental legislation and policy and reports on
changes under discussion by the Commission and Environment Council.
The newsletter is aimed primarily at national government officials
dealing with approximation issues.
In addition to the newsletter, DGXI has opened a telephone helpline
for government officials and NGOs dealing with approximation of
legislation in the 10 applicant states. The helpline service is
primarily aimed at officials involved in writing and implementing
environmental laws in the 10 applicant states. It answers specific
questions and put callers in touch with other Commission services
and departments.

It had to happen one day. An international magazine which aims
to put people all over the world in touch with developments in
Dutch environmental policy belongs on the Internet. So, as of
1 July 1997, Environmental News from the Netherlands readers will
be able to visit ENN's own website, giving them a unique opportunity
to access information in English about Dutch environmental policy.
Naturally, the most recent issue will be available on the site.
Readers will also be able to e-mail interviews, access past articles
using a handy subject classification, and cross-reference directly
to other English-language publications about Dutch environmental
policy. You will also be able to put any more general questions
you have to our special helpdesk. The articles will contain hyperlinks
to websites where you can read more about particular subjects.
In other words, with ENN on the Internet, you are even more likely
to be inspired by all the people in the Netherlands working for
a better environment, either professionally or in their free time.
