II.INTERNATIONAL CONGRESS ON ENVIRONMENTAL EDUCATION IN SPAIN
Following the success of the first international congress on
environmental education held in 1988, the "II International
Congress on Environmental Education" will be held in Madrid from 28
September to I October 1995. The event is organized by the
Institutio Universitario de Ciencias Ambientales (Institute of
Environmental Sciences) of Universidad Compulutense de Madrid. The
event is divided into two main activities: morning sessions will
concentrate on plenary presentations, discussions and working
groups in which individual papers and seminars will be read.
Afternoon sessions will consist of round tables or panel of
experts, discussions and working groups for critical reports and
experiences' exchange.

WORKSHOP ON ENVIRONMENTAL EDUCATION AND BIODIVERSITY
CONSERVATION IN THE MEDITERRANEAN, GREECE
The city of Thessaloniki, Greece will host the "Workshop on
Environmental Education and Biodiversity Conservation in the
Mediterranean" in November. The event is being organized by Gaia
Education Centre, in Thessaloniki and aims to gather environmental
education specialists from across the Mediterranean to discuss
environmental education practices in the region and ways of

NEW BOOK:
Practices on Environmental Education in Europe
Environmental education initiatives in modern Europe are as rich
and diversified as its cultural heritage. However, it is felt that
not all initiatives, some of which could be applied elsewhere, are
fully documented.
This book, the first of a series to be published by the European
Research and Training Centre on Environmental Education, is an
attempt to address this problem, by describing a number of
environmental education programmes in various European countries.
It also contains the reflections of various experts who have, over
the years, witnessed the remarkable evolution of environmental
education in the European continent and indeed, have influenced
some developments. This book will be of special interest to
researchers, teachers, members of non-governmental organisations
and others involved in environmental education in Europe.

PROCEEDINGS OF EURO-RIVERS `95
The proceedings of the EURO-RIVERS Seminar, held in Bradford from
24 to 28 February 1995, are now avaiable at ERTCEE. The event,
which gathered experts from 16 northern, southern, central and
eastern European countries, debated the on-going initiatives in
rivers conservation seen across Europe and the needs seen in the
field of environmental education. Case studies of projects which
may be applicable elsewhere are also described in the proceedings.
Also avaliable at ERTCEE are the proceedings of the "European
Seminar on Environmental Education Research", held subsequently to
the EURO-RIVERS Seminar, on 1-2 March 1995. The seminar, which was
attended by experts from 13 European countries, discussed the
problems faced in the execution of environmental education research
and some of the ways whereby current problems may be overcome. The
proceedings of the event also list a set of research items that
need to be pursed and which, according to the experts, need to be
part of a research agenda.

WWF PRINCE BERNHARD SCHOLARSHIP FUND FOR NATURE CONSERVATION
In order to help to build conservation capacity through higher
education, the World Wide Fund for Nature (WWF) International,
based in Switzerland, runs the WWF Prince Bernhard Scholarship Fund
for Nature Conservation. This fund is specifically intended to
support the studies of environmentalists and conservationists from
developing countries who wish to take postgraduate courses in any
discipline relating to the environment or conservation. GREENWAY
members and other readers of this newsletter may, through this
scheme, engage in further cooperation with colleagues in the
developing world.

THE EUROPEAN ENVIRONMENTAL ACADEMY -
Institute for Further Education
The European Environmental Academy, based in Borken, Germany, was
founded in 1990. It seeks to provide up to date practice oriented
information on new developments in environmental legislation and
innovations in environmental technology to business leaders and
decision-markers. To this end, the institute has developed a number
of seminars and workshops. These include:

-motivation of employees for environmental protection measures

OUTCOMES OF CONFERENCE ON ENVIRONMENTAL EDUCATION
IN EUROPE (CEEE'94)
The Conference on Environmental Education in Europe, which took
place in Jurmala, Latvia, during October 1994, has resulted in some
very positive partnerships. One initiative that has developed out
of this event has been the establishment of the Jordanhill
Certificate Programme on Environmental Education for the Baltic and
Commonwealth of Independent States. Further examples include an
international project on Culture, Identity and Environment, the
Baltic round table on environmental education and a number of study
exchange schemes.

Sweden University in 1996.

IMPLEMENTING SUSTAINABLE DEVELOPMENT AT UNIVERSITY LEVEL:
A European Workshop
The European Research and Training Centre on Environmental
Education is to host a workshop on sustainable development at
university level which will run from 4-6 October, 1995. The
workshop seeks to debate the problems faced when integrating the
concept of sustainable development within university curricula and
life, and to discuss follow-up action in implementating the
University Charter for Sustainable Development, which was prepared
by the COPERNICUS programme of the Association of European Rectors
(CRE) in May 1993. This Charter lists 10 principles of action which
universities should implement in order to contribute to sustainable
development. The workshop will disseminate examples of current good
practice that may prove useful to other institutions.
Proposed themes are :
-Environmental ethics
-Programmes in environmental education
-Dissemination of knowledge
-Networking
-Technology transfer.

In the August 1995 the Prednieprovsk Regional Center of the
Ukrainian Ecological Association "Zeleny Svit" & its children
ecological organization "Prolisky" will held
INTERNATIONAL CHILDREN ECOLOGICAL CAMP
nearby Dnieprovsk, Ukraine.
Camp studies will be implemented on 3 main directions - basic
ecological knowledge, computer literacy & English. There are also
ecological actions, ecological video & slide show, great cultural
programme in the camp agenda. Organizing of such camp-school for
youngers active in eclogical movement will permit to support
children & youth ecological movement in Ukraine, to create in the
Prednieprovsk region the group of young ecologists, the members of
XXI century society. These people will be able to take
responsibility for the Earth & its future. During the camp
preparation & holding we are planning to develop methodics,
translate from other languages the best ecological literature,
which then is to be handed over to regions schools & it will
improve ecological knowledge of schoolchildren, increase the level
of ecological education & up bringing. The camp contacts, improve
their knowledge & skills in environmental activity. The
representatives of international ecological organizations are
invited to the camp. This will lead to the qualitatively new lever
of work.
The camp is financed two years running by the Kiev's office of
American agency ISAR. The methodical help is provided by
international ecological organizations "Milieukontakt Oost Europa"
(Holland) & "Germany".

The Regional Environmental Center Publishes NEAP Status Report
The Regional Environmental Center for Central and Eastern Europe
has just published a report assessing the progress made by 12
Central and Eastern European countries in adopting National
Environmental Action Programs (NEAPS). Entitled Status of National
Environmental Action Programs in Central and Eastern Europe, the
report presents case studies prepared by policy experts from 12
countries: Albania, Bulgaria, the Czech Republic, Croatia, Hungary,
Latvia, Lithuania, FYR Macedonia, Poland, Romania, the Slovak
Republic and Slovenia.
The report analyzes the extent to which Central and Eastern
European countries have developed national environmental strategies
consistent with market-based economies. These strategies are based
on the Environmental Action Program (EAP) adopted at the Lucerne
Ministerial Conference in 1993, a document that outlines how
governments in transition can develop sound environmental policies.
"A framework was developed so that comparable information could be
gathered about all 12 countries. This framework was based on the
three areas covered by the EAP: environmental policymaking based on
priorities, institutional strengthening to improve environmental
administration, and sound investment decisions", says Laszlo Karas,
manager of REC Iniciatives, the department in charge of the
project.
In addition to the chapters detailing the situation in each
country, the report presents an overview of the region that
highlights characteristics common to some or all of these
countries. Bulgaria, Croatia, the Czech Republic, Hungaria, Latvia,
Lithuania, Poland, and the Slovak Republic, for instance, have all
seen a slump in concern for environmental issues due to pressing
economic and social issues; in Albania and FYR Macedonia, on the
other hand, environmental problems are only recently garnering
attention.

NGOs and The Law:
The Framework in Central and Eastern Europe
A strong legal framework is basic to the survival and effectiveness
of NGOs in the region, and its development is well underway. In
Hungary, Poland and Romania, an adequate framework already exists.
In Bulgaria, Estonia and Lithuania, new draft laws are in process.
These positive developments must extend throughout the region to
ensure smooth and equitable registration and support of NGOs, to
guarantee favorable tax and economic opportunities to assure fiscal
health, and to create secure public trust.
With a sound legal framework in place, the third sector will soon
regain its rightful role as a positive force for democracy amd
emerging pluralism in Central and Eastern Europe.

REVIEWING BELGRADE
A Commonwealth Intergovernmental Environmental Education Workshop
to asses progress since Belgrade and celebrate the 20th anniversary
of the UNESCO-UNEP International Environmental Education Programme
(IEEP)
Bradford, 23 to 27 July 1995
The workshop will review developments in international
environmental education seen since Belgrade and establish
mechanisms to enhance the UNESCO-UNEP International Environmental
Education Programme's (IEEP) support to the development of
environmental education internationally. The event is expected to
be attented by 50-60 Commonwealth participants, which will include
government officials in charge of environmental education, academic
personnel and other researchers interested in the topic, as well as
members of well-established NGOs who wish to familiarise themselves
with current developments in the field of environmental education.
OBJECTIVES
The workshop's primary aim is to discuss the extent to which events
such as the Belgrade Workshop on Environmental Education, held in
1975, has influenced policies in environmental education, and the
meetings which followed it (e.g. Tbilisi, Moscow and Rio), and how
all may assist long-term developments in Commonwealth countries.
Specifically, the workshop aims to:
* acquaint the audience with the Belgrade Charter as well as other
key documents on environmental education, in addition to practices
of environmental education, in various countries;
* promote the exchange of information on on-going environmental
education policies, as well as other iniciatives in participant
countries;
* debate the role of policies in promoting environmental education
and the ways such policies may benefit individual Commonwealth
nations.
A pre-conference book "Reviewing Belgrade" will be prepared. In
addition, it is expected that the results of the debate will be
amassed under a "Proceedings" format that will be widely
disseminated.
