industry is being encouraged by all its stakeholders to improve
environmental performance: from government and regulators, to
customers and the general public. Good environmental management can
also reduce costs and enhance market opportunities.
This conference concentrates on what industry is doing to improve
its environmental performance and on the analysis of tools to
develop that further. Typical subject matter includes startegic
environmental management, eco-efficiency, research and development,
clean technology, environmental management in SMEs, stakeholder
analysis, supply chain management, life cycle assessment,
environmental management systems and environmental auditing. In
1995 ,there will be discussion of how businesses can contribute to
the move towards sustainable development.

The Bulgarian Doundation for Energy Efficiency "EnEffect" in
co-operation with "Borrowed Nature", the East European Centre for
Energy Efficiency in Built Environmental and "Euroeco", with the
support of the International Fair - Plovdiv organised an
international workshop
"JOINT IMPLEMENTATION OF CLIMATE TECHNOLOGY INITIATIVES"
in Plovdiv, Bulgaria from 25th to 27th of September, 1995. The
workshop was held under the auspices of the Bulgarian Ministry of
the Environment.
The concept `Joint Implementation' appeared in result of the
Framework Convention on climate Change signed in Rio in 1992. It is
based on the understanding that investments in reducing greenhouse
gas emissions anywhere in the world are equally benefical. An
advantage of this idea is the possibility to apply projects jointly
with other partners and to meet together the obligations, following
from the Convention.
A series of international initiatives for prompotion of the idea of
Joint Implementation and for establishment of contacts between
officials and business circles from different countries are planned
for 1995 and 1996. Real investment projects are expected to arise.
There is a great potential for Joint Implementation in Eastern and
Central European countries. The countries in transition offer many
cost-effective opportunities for reducing GHG emissions. Additional
economic and market benefits for the participating parties can be
achieved too. Some of these countries are on the way of creating
their own national policy and mechanisms for joint implementation.
Joint Implementation is not popular in Bulgaria yet but the country
has considerable potential for costeffective investments in GHG
emissions reduction. In addition, the country itself has an active
programme for environmental protection.
The main objectives of the workshop were:
* To promote the idea of Joint Implementation of Climate Technology
Initiatives in Bulgaria and the region.
* To contribute to the definition of Bulgarian national priorities
in Joint Implementation of Climate Technology Initiatives.
* To evaluate the potential for foreign investments in Joint
Implementation of Climate Technology Initiatives.
* To identify the barriers to joint implementation initiatives in
Bulgaria and contribute to overcoming them.
* To encourage joint projects for reducing GHG emissions for global
environmental benefit.
* To exchange ideas and information, discussing successful examples
and to share experience.
The workshop became a forum for central and local level policy
makers, businessmen, bankers, managers, experts and public interest
groups. Plenary sessions, case studies and panel discussions were
the components of the workshop.
The workshop is a parallel event to the Autumn International
Technical Fair '95 in Plovdiv which gives its considerable
advantages. The fair gives a comprehensive overview of Bulgarian
economy potential, creates possibilities for establishing business
contacts.

GUIDELINES FOR NATIONAL BIODIVERSITY STRATEGIES
Article 6 of the Convention on Biological Diversity calls upon each
Party to prepare a national strategy or plan and to integrate
biodiversity considerations into the varios national programmes and
sector plans of the country. UNEP requested WRI, in collaboration
with IUCN, to prepare an initial set of guidelines to help orient
countries as they address this challenge.
Eighteen countries offered to collaborate with the project. Each
national team summarized their experience strategy, or action plan.
WRI and IUCN project staff met with the national teams to analyze
the lessons learned. A framework method was drawn from this
analysis, and then a peer review workshop was held at Williamsburg,
VA for final debate and review of the approach and the draft
report.
The method encourages flexibility, recognizing that each country
has historical, administrative, social and economic differences.
Further, the method calls for an iterative approach, allowing plans
to evolve as information improves and as national priorities shift.
In brief, the key steps are:
* Get organized: Put together a national team, mandates, data and
information, and initial dialogue on methods and procedures.
* Analyze Information: Country Study, assessment of biodiversity
and biological resources, gaps in information, status of knowledge,
conservation measures, development needs, initial goals, options
and priorities.
* Analyze Strategically: National Biodiversity Strategy, analysis
of goals, objectives and means; priority needs and associated costs
and benefits; definition of key activities to be implemented.
* Plan for Action: an Action Plan, which agency or group will
implement each activity, by what means, over what time period, with
what budget.
* Implement: Responsible agencies and groups implement the
activities through their programs and budgets, as special projects,
policy reform, etc.
* Monitor, Evaluate and Review: track changes and achievements
according to agreed indicators and methods, and report on progress,
issues and proposals for future consideration.
* Report: to Convention, government, citizenry.
* Retorn to first step.
This report was carefully coordinated with the work of IUCN and
IIED so that its approach and recommendations mesh consistently
with the exciting series on sustainable development.

THE ORGANISATION FOR NUCLEAR DISARMAMENT AND WORLD PEACE.
The ONDAWP is a non-governmental and non-political organisation,
which is based in Lucknow, India. It is devoted to:
-the mobilisation of public opinion for the total elimination of
nuclear weapons from the face of the earth;
-the non-proliferation of nuclear weapons in all its aspects;
-the enhancement of international peace and security;
-the fostering of an awakening towards the constant risk of serious
nuclear accidents posing environmental threats and therefore
endangering human existence.
In a period where the Cold War order has crumbled away, it is
always wise to be guided by the spiritual and universal values of
humanity. In India, the ideals of non-aggression, non-violence,
tolerance, good-neighbourliness and world peace have been followed
since ancient times.
Inspired by these ideals, the ONDAWP proposes to hold an
International Convention on World Peace, Nuclear Disarmament and
Environment of all non-governmental organisations in the month of
either November 1995 or December 1995 in New Delhi. The venue for
convention and a date will be communicated to you at the earliest
opportunity. It will coincide with the 50th anniversary
celebrations of the United Nations.
This International Convention will provide an approriate
international forum to establish a direct and closer contact
amongst all such NGOs to share their experiences and to address
itself for a non-discriminatory, multilateral and internationally
and effectively verifiable treaty banning the production of fissile
material for nuclear weapons and other nuclear explosive devices.
The Convention intends to evolve effective international
arrangements through NGOs and play a major part in the efforts of
the United Nations in the field of preventive diplomacy and peace
making.
